How to eliminate lumpy looking sky

All of my digital cameras, from the Canon A-80 I started with to the Nikon D2X I use now, share the same problem: if a blue sky appears in a photo, it will often have an unpleasant, lumpy look to it that ruins large format prints. With the help of Photoshop CS and Paint Shop Pro 9 I've tried selecting the affected area and using blurring, smoothing, noise and JPEG artifact reduction filters, and have even laboriously "pushed" or "smudged" to smooth out the blues (this has actually produced the best results so far). Is there another option that is faster, more effective, and will preserve the subtle shades of blue that play across the sky?
