Small black specks in my images from f13-f29

I've had these Tiny black specks in all my pix for f13-f29 since I bought my camera(D70). I just blew it off with a double filtered compressed air, but the specks haven't moved at all! Are they on the sensor? Do I need to use the Copperhill method? Is there anything else I can do? I don't have PhotoShop, because I don't have the money to buy it, so this is really frustrating me! Has anyone had some experience in this area?

In the picture of the sky you might be able to see the specks, I don't know if it'll be big enough though, because there pretty small.
