Hi Patricia..
This is called a 'Hydro Teslatron. This particular part (there are three of them) are the six foot diameter Turbines at the base. So, what is is actually, it's a Jules Vernesque fountain design.
Visitors to the new Niagara Fallsview Casino Resort in Ontario Canada, are greeted in the facilities entrance.

I will upload two shots that I have with what this icon symbolizes.
