Ed - it was a shovel. This sculpture was built in memory of the "Youth work actions" which took place after the WW2. Those were organized voluntary labor activities of young people in the Socialist Federal Republic of Yugoslavia. One of those actions was building the "Brotherhood and Unity" highway that is passing near Otocec where this photo was taken. #11612188
