In this case, the bishop has decided that bicycles are too technologically advanced, require too little effort, and that the riders travel too far too fast on them.
Therefore, bicycles are forbidden, while these scooters may be used.

They ARE wonderful people, but kinda glad I'm not one! This is a super capture and see you also observe not showing their face as they don't like that because it is the window to their soul!
