I Finally Figured it out!
HE WANTED HIS PHOTO TAKEN!

!!! ACTUALLY HE WANTED FOOD BUT IT IS NOT LEGAL TO FEED THEM !!!

I will enclose a few more images of him. He was really cute and there was more than one of them but this one was a real rascal!
