During dry hot weather bees need water for individual needs and to help cool the hive. If you want them out of the bird bath you can create a "bee waterer" by placing a tray of gravel on the ground out of the wind. Almost fill the tray to the top of the gravel. In birdbaths they tend to fall into the water and do the backstroke ... some make it to "shore" ... some don't. The gravel provides many more landing places for the bees and the water is shallow. They should start using the bird bath much less.
