Polistes metricus at birdbath edge in Summer.
Very dark abdomen is black and the thorax dark reddish-brown with black lines. Tibiae and tarsi are yellow. Males have a yellow face, while females (seen here) have a reddish-brown face.
F/13, 1/200th, ISO 640. Sigma 150mm lens with fill & monopod for support.
