Shutter speed 1/60 allowed me to mostly stop the motion of the dog in foreground, while everything else has motion blur from panning. I tried this at 1/30 second, too, but the subject dog was too blurred. It took 4 or 5 tries to get a usable photo. Aperture was F11.
