The guard in the forefront is South Korean; the guard and building in the back are North Korean. The concrete block in the middle (bisecting the blue building) is the demarcation line between North and South Korea. Inside the building is a conference table where the North and South Korean talks are held; one half of the table is in North Korea and one half in the South. Quite sobering, really.
