Water color Effect:
1. Layer>Duplicate Layer to make a layer copy.
2.Filter>Blur>Smart Blur. From the Quality option select High and from the Mode option Edge Only. Click OK and PS will create white lines on a black background.
3.To get black lines on a white background use shortcut Ctrl + I.
4. Click Layers from the Pallete Bin and from the drop-down blend mode select Soft Light.
5. From the Layers palette click into the original layer on bottom of the stack for editing. Select Filter>Pixelate>Crystallize and choose a Cell size of 20. To soften the edges select Filter>Blur>Gaussian Blur, adding a 5-pixel Radius blur.
6. Select Layer>Flatten Image. Good luck! #5470745
