Here is how I changed the image:

1. Opened image in PhotoShop and adjusted curves, touched up highlights and shadows, and used the liquify tool to give her a slight smile and raise those furrowed brows.

2. Opened the image in Painter and applied the painterly effect through various brushes, lightly sketching over the entire photo.

3. Opened image back in PhotoShop and used a small brush to add fine hairs and a bit of final retouching.
