Description

Snow is added in PS. I used DIY method: I created new layer with random noise. Enlarge one part of it. Use strong blurring to create patches/blobs from noise. Play with levels and you'll get snowflakes. Now duplicate that layer few times, every time enlarging it (closer snowflakes are bigger). Now find some blending mode to put those layers over initial image. Start erasing parts of snow-layers where snowflakes are obscured by closer objects...

Finaly, tweak a bit whole image, accentuate bluish colors to create feel of cold.
