This is a re-work of an older shot I did. I burned out the background first then I used three duplicate layers to get the "softness" I wanted, but still keeping the eyes sharp.
Bottom layer - original image
Middle layer - gaussian blur, erase eyes for sharpness
Top layer - overlay or soft focus
After I was through, I did add a touch of "buzz" filter. I'm very happy you like it, Ted :) #2071795

Thank you, Laura and Wende ... Laura, I use PS7 for my editing. Soft focus is a type of layer you can add. I blur the middle layer but erase the eyes so that the original bottom layer shows through on the eyes only. #2076771
