Multiple exposure. I used in camera multiple exposure, with 5 shots, f20, each shot 1/5sec (additive). This was taken at sunset. I had the camera on a tripod and used the Canon 24-70 mm lens. With each shot, I zoomed the lens and repositioned the camera down a bit. It took a lot of trial and error, but I had a great time doing this as I haven't really done anything with multiple exposures before.
I processed the image in Nik Color Efex 4 (detail extractor/tonal contrast). I also used Topaz DeNoise 5, Photoshop CS6 (to remove all the dirt specs that were multiplied by this technique.) I then finished it off in OnOne Photo Effects 4, by adding a glow and adding a blurred vignette.
