Duplicated photo and layered. Adjusted Levels, Brightness, Saturation and Contrast
Layered a Cloud photo over Lighthouse and reduced opacity to 30%
Used various size and low opacity erasers for effect.
Used soft brush to layer light glow and erased to blend.
Dodged and Burned shadows, highlights & light beam Original photo
