I think you did well to handhold this at 1/15th and not get even more camera shake. If you have a steady hand I believe it is possible to handhold at 1/30th but preferably I never go lower than 1/40th or it will show camera shake as in this picture.
In these circumstances I always choose 1/40th so that I can get the smallest aperture possible even though I am not using a tripod. You would have had enough depth of focus if the aperture had gone to say 1/16th.

  Well the trees look like they are moving but you are right the rocks look OK. Maybe you do have a very steady hand and it is just the fact that the trees were blowing in the wind and moving in that length of time. But unless you want to show that movement it is best to put it on a faster speed.
