  Hi Natasha,
I'm on vacation and don't have the original image on my laptop. But the original image was pretty humdrum becuase it was a hot-humid day. I used glowing edges in Photoshop, which gives a rather bizzare effect. But then used Invert Color under adjustments. That gave the 'pastel/color drawing effect.' I've used that combination before on several other images. I then used a colorization filter in the Nik Color Filters set together with a graduated coffee filter to give the final appearance.
The glowing edges/invert color combination doesn't work with all images, but when it does it gives a very nice effect.
