My guess was also Quito. I was there about 5 years ago. A beautiful view from this site overlooking old town Quito.

This is the statue of the Virgin of Quito, on the Panecillo, the hill in the middle of colonial Quito. The Panecillo is over 9,000' ASL and the statue is over 130' tall... quite impressive. This has to be one of your images with a Photoshop-added sky/background (based on the shadows on the statue versus the lighting in the clouds). So, what do we get if we win?
