I think he's calling for a meeting of the Kettle. For eight years my office was on the 12th floor of a tower directly across from the New Jersey Turnpike Authority. The Vultures loved to congregate on the microwave tower, for meetings, roosting, and taking off for their soaring parties. I felt they were MY vultures during those years. Sometimes one would fly right up to my window, wings outstretched. What a sight! Yes...he's calling for a meeting, I believe!
