I think this is a "coastal western snowy plover" which apparently differs from an "inland western snowy plover". I found him in a protected habitat for them, Oso Flaco Lake dune preserve. The banding on one leg tells when the bird hatched and if known a # is added which indicates its hatching order in the brood - color indicates brood. The other leg is for adults.
