Thank you Christine. This is a little park which has runs along side the river and has a walking path which runs for about a mile and a half. Even during the winter, there is a fair amount of foot traffic along the path. During the warmer months, it is a nice view out over the river and certainly an inviting place to sit a spell. Sitting there did not look that inviting to me either, LOL. This couple may have set there for any number of reasons. I guess they could have been enjoying the "view." Frozen ice sheets on the river. Or they may have needed a brief rest from their walk.
