Thanks Neal. To do this, I: (1) duplicated the layer (2) on the new layer I used Topaz Adjust (3) Took this layer and blurred it using Topaz Lens Effects, motion, zoom (4) put original image on top layer and used a layer mask to bring out the blur motion of the image below. You can do this in photoshop also using the radial blur too.
