Stop and Step
I used the quick selection tool and Quick Mask in CS5 to make a selection. I feathered it at 2 px. I then used Bokeh at 36%. I used Nik Color Efex Tonal Contrast and used the U point technology to mask the back ground. I also ran it through Topaz Denoise 4. I used the Patch tool in CS5 to blend the selected dirt into the blurred background. I also used the blur tool to soften the edges on the selection as a final step.
