Cynthia, I did not pan, I used a tripod to get the background sharp, and a slow shutter to blur the trolley. I used 1/3 second shutter (based upon speed of earlier trolley going through viewfinder). I also locked the exposure on the shadows since I was shooting directly into the sunset. I tweaked the colors some with Photoshop Lightroom and Photoshop Elements.
