Quick Question Does the term "natural color" in Kodak Portra NC mean that if a scene is highly colorful that it will make it look dull or does it just mean that it reproduces a scene as true to life as possible?

Not dull, just true to life. Especially skin tones as the saturated color films tend to make faces look too red.

Thanks Jon for your helpful response. Since you seem to have some experience with this film, I'll ask one more quik question. I'm looking to take pictures that look like and remind me of what it was I was photographing in real life. Would you say this a good film for that?
