Vivid Portrait Photography

Mark Seliger (markseliger.com), uses many photos were the sky is a rich deep blue, and the person is nicely illuminated. How is this accomplised. Polirising filter? What flash set-up (watts) tungsten, HMI... etc... What is the CHEAPEST way to achieve this look and richness in colour. What film type?

he uses strobes outdoors, probably a light bank or pretty big softbox. And since it's medium/large format, he can use a fast sync so that the sky is probably slightly under exposed so that it comes out a deeper blue.
diffusing the light on the person makes it look better. undiffused, even if it's coming from an angle, tends to make it look too glaring when you have direct sunlight on everything in the background.
