Photo effects question... What is it called when you take a picture and make it all black and white then change one part of it to have color. Also, what program offers the best and easiest way to do this?

i would only say you have to give the photoplace specific instructions. I would advise you to go to a privatly owned establishment.that style that you are asking for for is not named... but I do know the artist that has a similar style. my best advice is to get a computer program because most places wont do that. I recomend Adobe PhotoDeluxe. it is not that expensive; but it does the job.

If I understand you correctly, you are referring to "hand coloring" ... taking certain parts of a black and white image and tinting them. Although this was once done manually, you can do this on the computer with most photo editing programs. Consider Photoshop 7 or Photoshop Elements. I believe either should allow you to do what you want.
