How to shoot waterfalls to get the flowing effect

I shoot a Canon Rebel 2000 and am having trouble setting a long exposure and getting good focus on waterfalls and other rapidly moving water. What shutter speed and aperture should I be using to get the smooth flowing effect on the water and is there a trick to getting my camera to give me good exposure with those settings?

What kind of trouble? If you use M or Tv mode and set the shutter speed to 1/2 second or longer, does the camera register overexposure because it cannot choose a small enough aperture? Or are you setting say f/22 in Av and still getting shutter speeds too high? In either of those cases you need to either use slower speed film, or add a polarizer or neutral density filter to cut down the light so that you can get a long shutter speed.
