Did you save an unaltered original version? I've wrecked images by over-manipulating. Digital is like conventional film in one respect-if the information is not in the original shot (or in the negative), nothing we can do in PS will make something out of nothing. It could be that there's no digital information in that area but that washed-out white. It could also be in there. Go to your original and use curves very cautiously, cancelling when you don't like what you got. A very shallow reverse-S curve can help a too-contrasty scene.

In PS there are a hundred ways to do the same thing. Curves is one way or you could select that area and play with levels, or you could burn it in. If you do curves or levels use an adjustment layer.
