Low price or free software for B&W tinting

I'm looking for software that is not hugely expensive that is good for creating hand tint look to b&w images,(mostly clipart). I have Photosuite Platinum 4.0, but colors often don't even closely match those I've chosen and it crashes often. Thank you for any suggestions. Would like to spend under $100, if there are freeware download tools I can ad to Photo Suite or Adobe Photodeluxe Business Edition, that would be great.

Try to find the sales slip or serial number of your PhotoDelux BE. Pay the full price for Adobe's Elements, then send in the other stuff for your discount. It should even out to about $70, once the discount check comes. I have not used Elements myself, but I've heard nothing but positive comments about it.

  Lisa,
Before you spend more money, go to www.arcsoft.com and download the free trail of PhotoStudio4. This will give you 30 to try and then you can buy if you like. I use this software for my digital photography classes as well as photo restoration and I have had very good success and people find it easy to use. If you decide to buy, it is only $50. When you do "hand coloring" set the transparency setting pretty high, this will give the effect of the hand color oils.
