Now, I'm really confused! I always thought POTD's were selected from all the contest submissions in the various categories, but this sounds like only those photos submitted for the "monthly theme" category are eligible. What am I missing, please?

I don't believe it has to be the Monthly theme: POTDs are also selected from previous months (especially in the beginning of the month) and the photos are quite different: landscapes, portraits etc, so they cannot have the same theme.
