Which one is best for outdoor and by price?

  The D200 has more megapixels, but dollar for dollar, the 40D is a much better deal. But what kind of pictures do you want to take "outdoors"? Nudes at the beach, fungi in a rainforest, vast landscapes in the rain, lightening strikes, aircraft at high speed, kids in a playground, humming birds in flight......
Anyway, both these models have been superceded and should be at bargain basement prices. Neither one is going to disappoint you.

  Like David said...it depends on what you want to shoot outdoors...just so it isn't Nudes with Fungi at High Speed in a Playground.

sure . am just catching up with digital-photography though am doing it for long time with my film camera now I want to make it my carrier n I need support from u people.. btw I am very much interested in travel n people photography ...

  I was serious when I said you would not be disappointed with either camera: you really need to handle a camera to know if it's right for you. If your film camera has a digital equivalent, that might be the place to start; many of your current lense and other gear will probably worl=k with it although your lenses will no longer be the same focal length in most cases. They will be 1.5 1.6 or 2x longer!
