Yes, batch editing. It depends on what program you use, you know. I'm not using Photoshop right now, so I'm not sure how to do it there, but I think it has something to do with Bridge. In Picasa, you can do batch edits by selecting pictures, but resizing is not one of the options. In Helicon Filter, you can make changes to one picture in a folder and apply those changes to all the other pictures in the folder.

Irfanview has batch resizing and renaming and it is a free download.

Photoshop Elements also offers Batch Processing, under the File Menu, which includes resizing. You should be sure to group all your portrait-orientation images in a folder, apart from your landscape-orientation images.
Then you can specify say, "480" on the short side, process just the folder of portrait-orientation, then repeat---ie, "480" on the short side, but process all the the landscape-orientation images.
