Go up to the contest heading at the top of the page, in the drop-down click on overview, that should tell you everything you need to know.

  1. No
2. 480 px on smaller side, longer side whatever you want.

I always use 500 px on the short side unless due to my crop it makes the long side less than 750. If the long side is less than 750 px, I change it and let the short side fall where it may above 500.

Dennis, if the short side is above 480px, it automatically downsizes it (in a way you may not like). To make sure that it looks perfect at the way it will appear online, you should downsize it yourself.

The BP upload page says make the short side 500, so why 480?

Apparently BP resizes an image to jpeg regardless of your upload method. To guarantee sharpness and saturation, use 480px on the short side and use TIFF. Use the single image uploader and your image will look identical to the file on your computer.

I don't know why they say that. There are three reasons I can think of: 1, it is (slightly) easier to say and size to 500x750 rather than 480x720. 2, BP changed their sizing method but never changed the instructions. 3, BP just wants to say that they size to a round number, but they really don't.

Either way, I have tested it myself. Images are always 480 pixels on the short size, unless the original file is less than 480 pixels.

When uploading any picture larger than 480 pixels on the short side, it is always downsized. No downsizing (and thus no noticeable reduction in sharpness) occurs when BP processes an image already at the proper size.

Where it says about 750 px for the long side, that is just because images of a 2:3 proportion are considered ideal for most pictures. Of course, it can be slightly or way different, depending of the subject of the shot. Anyway, 750x500 is 3:2, so they just say that. It is actually ideal to size it to 480x720 pixels. That is the "proper" ratio plus will not be downsized.

Steve, I upload as a 100% jpeg (using the single image upload just because it works without loading a program) and don't notice saturation problems. Anyhow, it only resizes if it is above 480 px on the short side. It resaves the picture as a high quality jpeg, which doesn't noticeably change the sharpness, unless it resizes it without applying appropriate sharpening afterwards when saving.
