How to win? I wonder whether the 'contest guidelines' are in line with what the current contest judges are looking for!!

I don't there are any clear cut ways to win. The 'contest guidlines' are just that. With only (approximately) 700 photos out of 22000 being picked... well a lot of good photos get tossed out every month. Photography is subjective... unfortunately that makes clear-cut rules hard to define. I've tried to become more objective when I look at my images. For example, before I enter one I will ask myself "Could I imagine this as a winner?" if not, why? If so... I usually enter it :) I have also changed my outlook. I enter MY favorites, so even if they aren't picked I'm satsified I entered what I like and not JUST a guess at what the judges want to see. Also I spend many hours going through the winning/finalist images looking to see why the judges would pick what they picked. I think this has helped me tremendously in my photography. I'm still very new and feel that anything I've won could be considered a fluke. Regardless, you asked, and this is my take on it. So... take it for what it's worth... you know what they say about opinions!! :)

http://www.betterphoto.com/contest/guidelines.php shows some of their guidelines for choosing winning photos. It has to be SHARP, good composition, proper lighting, saturation, colors, a WOW component.
