Do you mean Paint Shop Pro? Do you mean copy and paste in layers? I would expect you can open an image, select the image or layer you want, go to an edit menu, choose to cut or copy, open another paint shop pro window, choose to paste from an edit menu, and there you go. I use Helicon Filter, which doesn't use layers (but you can copy or paste full images). It's pretty easy for beginners to learn. (It looks much more simple than Corel Painter, GIMP, and Photoshop, so maybe you would be interested.)
