I was woundering about some photography software that isent to expincive. I have a few programs that I have bought, but the all seem to do the same things and I would like one that dose more. Like makeing the background blurry, coloring certin parts of the picture but not the entire picture. Things like that. Thanks so much.

  Christiana,

You can find Microsoft Digital Imaging Suite 2006 at a reasonable price. I found it for around $40 with a rebate. It does a lot for the dollars spent. Photoshop Elements 5.0 will cost a little more. It has a few more bells and whistles. You probably can get a free 30 day download of these to try by going to their website.

Perhaps you would be interested in:

It shows a list of different programs, what platforms they run on, some things they can do, how much they cost, etc.

I personally use Helicon Filter, and it can do quiet a lot. (Maybe http://en.wikipedia.org/wiki/Helicon_Filter will help.) It's very good, and you can download it for free. After 30 days, it reverts to the free version, but that's not quiet as good.

BTW, for the basics, you can get it for $30. You won't be able to open it as a plug-in to photoshop and you won't be able to get some future updates, but all the features are there. There are other licenses too.
