create a blurred image in an outdoor night setting


Sorry guys but it looks like I am taking the easy way out. I would like to capture blurred, sometimes moving images in an outdoor night setting with the use of my tripod and without a flash. I need to know what is the best film, lens and setting to create this image. I intend to be fairly close (10'-30') to my subject. I am using a manual setting slr film camera. In the past I was able to create just the picture I envisioned but I did not document all that I used to create it.

The easy way out?

Then I'd do it with a digital cam, chimp, adjust until I had what I want. Then recreate it with the same settings on my film cam. Bracket for good measure.
