Dana , I dont use the software you use but , I would use a clone tool . use it on the bottom lights then start on the bumper and clone in some of the more subdued color it will take a little precision work but it can be done. sorry I dont know how to tell you about layers and all the other stuff involved in using other software, hope it helps anyway .

With photoshop open your picture. Make a duplicate layer (to go back to if you mess up working layer.) There are many tricks to filling in blow outs like this one. You can use the clone tool as suggested above, or another way to add color is to first make a duplicate layer, then select the part of the image that is going to be repaired, then in your layers menu or layers pallet it is the box with a circle in lower left coner of your layers pallet click it. After you have selected the layer and added a mask, click the mask box on so you are working with the mask and not the image, go to filters blur Gaussian enter a value of about 2-3 to soften your mask area, then take your eye drop tool and take a sample color reading from the bumper as close to the blow out as possable, click on the image in the layers palet not the mask,then select a brush and paint over the area, go up to filter choose blur Gaussian and blur about 1.5 this will help soften the edge of your color replacement. Now to make it look natural you need to go to your layers pallet and reduce the opacity. think of the layer like using spray paint from a can to repaint part of a object, use it lightly and add many coats ie many layersset at about 20%opacity.
