what would anyof you interet this to mean ?

"The photo must be no smaller than a 4*6 and no larger than an 8*10.The photo must be framed and the frame must not exceed 11*14"
Please help me out !

  Not sure what you're ultimately asking here, Daniel. They've given you the minimum print size (4 inches by 6 inches) and the maximum print size (8" x 10") --- so a print you make must be within those dimensions --- and whatever print size you finally decide, the maximum frame size is 11" x 14".

  ...to me this means,
- print 8x10
- mount the print in 11x14 frame

unless the quality of the print is poor at 8x10, then print the largest possible without degrading the print quality. ...and mount it in the frame that is one size larger than the print.

  My state fair has similar rules for their contest.

Your photo may be 4x6, 5x7, or 8x10. The frame you use can be whatever size you choose up to 11x14. This leaves room to use a mat even on the 8x10 size. (mats look nicer than just a photo in a frame, it makes it an art display piece) Make sense?

Out of curiosity, what contest are you entering?

  Ok, for a youth contest, use any size specified under the rule, i.e., 4x6, 5x7, 8x10, or any size in between.
And if you would like the photo to look better, it helps to use a frame that is one size larger than the photo.

In a competitive contest that is open to general public, I always had better luck of winning with larger prints than smaller ones. The highest I have ever reached with my 5x7's are no higher than honorable mention. I do not use 4x6 for a contest. When you go to exhibit of a photo contest, it seems most of the winning photos are printed 8x10 or larger.

Ok, for a reason, eh?... Now I am not sure if my replies are any helpful or even worth anything...
