i love taking water shots but I am not sure how to get that smooth, mystic look to flowing water, almost like a blur only "flowy". haha, does that make sense? im not sure of what setting to use. any advice?
much appreciation!

Long exposures, as in time exposures, up to half a minute or even longer.

. . . and you'll need to support your camera on a tripod to keep it steady during the long exposure.

Adding to what Mark and Chris, to accomplish long exposures, it's best to shoot under the overcast sky, or shooting during early morning hours or near the sunset hours, and use of ND filter.
