Photography Question

I am having a kodak picture of the day of my eleven year old model. It will run on Sunday on the billboard outside the kodak building.

Would a picture of that running on a billboard would that be considered a tearsheet for her book.

I do not know very much about this part of the industry and I am sure people do on this site.

I just do not know very much about the modeling part of the industry and her mom asked me if it could be a tear sheet.
