How to combine a section of one picture with anoth

I truly need help. I have been trying to combine a section of one picture to another using Photoshop Elements 3. I have already done this with one picture but, following the same directions,I cannot do it again. I have spent hours trying to figure this out. Here is what I have done. I have opened the picture and used the magnetic lasso tool to define the body of the Gingerbread Men. Double clicked to get the running lines. Right click on image and chose Layer via copy. I opened the other picture that I want to use as background. This picture shows at bottom and in layer palette but the body of the Gingerbread man is no longer in the palette. I clicked on the gingerbread man (cut out) and then on the moving tool. When I succussfully did this to another picture, I went to the bottom where there are thumbnails of the pictures and then on the clicked on the Gingerbread Men to drag to the picture of the horse. It worked the first time and it will not work now. I can only get one of the pictures in the layer palette at a time. I am so confused and frustrated. By the way, to explain the Gingerbread Man, I am a Kindergarten teacher whose hobby is (maybe not anymore) photography. I use it in the clasroom for creative lessons. But I am new to Photoshop Elements. There is no manual with the program and the help menu and text assumes you know quite a bit and does not help! Does anyone know what I am doing wrong?
