White Skies

Recently on television I've noticed commercials filmed outside with a sky that is almost perfectly white and all other objects, such as people, retain their normal colors. I really love this effect of a white sky, and am curious as to how it is created. My best guess is that they are using some sort of a filter over the lens to make the sky this color. My question is: If they are using a filter to turn the sky white, what filter might they be using, and if not a filter, what are they doing to give this effect?

Sheesh, and I've been trying all this time to keep the sky from being white. Seems like this is something that will just happen if you aren't careful. All you need is a bright sky and it will usually go white. Keep your subjects backlit and expose for their faces and the sky will go white.
