editing or cutting an object from an image

I am the website administrator for a Christian Country music group called Red Oak. We take our own pictures and create at times, our own clipart. My question is, could you please turn me on to a program that would allow me to cut out an image from a picture. For example, if I have a picture of the guitar player with a lot of stuff in the background, is there a way that I can outline, just him, and save that, with no frame or anything else. I just don't want to crop a square or rectangular picture. And, can I do the same thing to clip-art that I have created without having a white background and square frame. I would like to create some humorous pictures, like some of the hoaxes we see daily on the internet, people e-mail us. I have enclosed a photo as an example. I would like to pull this guitar player/ singer out of this picture and just use him.
