Night photo How to find out required Shutter Speed


 
 
Hi,
I had taken a shot on busy highway at night with FilmISO400 f/11 (wanted higher DoF), 30 sec exposure. (Camera used:Canon EOS 66/Rebel GII)
My objective is to bring trailing lights of the moving vehicles. But the image turned out like the one attached.
please have a look!

1.I would like to know, what is the required approximate slow shutter speed to bring that effects of "color lines" (looking like color paintings)of the busy roadway?

I have metered many times at roadway, it was showing 30sec with EV0. I need advice & help on this night scene images. How to bring that effect and clarity?
