I have heard it called a few different things but, most often I hear color splash or selective coloring. It's not that difficult at all if you have a program like photoshop.

Good Morning Joseph,
I call it slective coloring and it's very easy to do:
it must be done before any other action or change to it's original state.
open a picture-
make a copy-
then go to Image:hue and stauration.
bring the saturation all the way to the left, removing all color.
then click on the memory brush(thats the one with the curve around it )
and then color what you'd like.
then crop etc.
have a lot of fun,
Debby

Thanks Debby, I just got elements and I'm trying to get to hue & stauration, but when I go to Image I don't have this option. I don't know how to get there, could there be another way?
Joe

Hi Joseph, I have Photoshop Elements 3.0 and the technique is a bit different. Here is how I do selective coloring...
Open your photo, Make a new layer by pressing Ctrl and J.
Working with your new layer (Layer 1),
Go to Enhance on the tool bar on top of the page,
Select Color, then, Remove Color or De-saturate whichever works best for you.
Using your Eraser Tool, select a brush with soft edges and 100% opacity, erase the parts you want the color restored to. You will need to adjust the size of your brush accordingly.
When you get the desired results,
flatten you layer and your done!!!
Hope this helps, and if you have any question feel free to email me.
Deb
