how to adjust opacity

hi I want to use a pic of my mom's face to apply it on a picture of a beach to create those dramatic effects that many photographers use. does anybody have any idea to do that?

if not, can someone tell me how to adjust the OPACITY of a picture?
thanks!

I"m not sure what editing program you are using .. . I use PSE 3.0. I'm sure there are many ways to do things but this is how I do it. . . open your beach picture first. . . then open the photo of your mom. . . go to the select all option on the photo of your mom and click copy. Then go back to the beach photo and select paste. This will make a layer of your mom's photo on top of the beach . . . over to the left there is a tool box and there should be an option of opacity. you can then adjust the opacity to what you want. Then you need to flatten the image. . . the only thing is if you just want like a cut out of your mom pasted in you will have to select her from her picture first and then follow the same steps. . . I'm not very good at explaining so I hope this helps!
