It's been awhile since I played with any film, lol, but if my memory serves me.....any amount of film hanging out indicates that they are new rolls. When the camera rewinds the film at the end of the roll I believe every bit of film disappears inside the container.

some cameras have the ability to leave the film leader in or out.find out what camera it came out of and if has that ability.if not it should be unused. sam

Check the expiration date on the film boxes. If the film is more then two years old, that is - beyond the expiration date, there's every reason to believe you'll be unhappy with the pictures you get - even if it hasn't be exposed. In any event, without knowing the origin of this film, I'd shoot it and then opt for the absolute cheapest developing/printing you can get. my second choice would be to throw it away.

Don't get print's... Just go somewhere and have it developed and NOT printed. SAY no prints to them. Then, ask for a contact sheet or index print. If there are images, you can have them printed. If not, it was only a buck or two to find out.
